INVITATION FOR BID No. 004-2009
CDBG Project No. 09-07-R
Nassawadox, Exmore, Willis Wharf & Belle Haven Buildout

The County of Northampton is accepting sealed bids until: 2:00 PM., TUESDAY, DECEMBER 22, 2009, for the construction of telecommunications infrastructure in the Towns of Nassawadox, Exmore, Willis Wharf and Belle Haven. The type of work, may include, but is not limited to aerial and underground plant construction, fiber optic splicing, additional labor/equipment and any additional support required for aerial or underground/buried operations. This IFB is an “as-needed” contract. No minimum amounts of work or purchases of service are guaranteed.
A mandatory, pre-bid meeting will be held at 10:00 a.m. on Tuesday, December 15, 2009, at the Old County Courthouse, 16404 Courthouse Road, Eastville, Virginia 23347. Bids shall be mailed or hand delivered to: Cheryl Tyson, Project Manager, Eastern Shore of Virginia Broadband Authority (ESVBA), C/O Northampton County, 16404 Courthouse Road, Post Office Box 66, Eastville, Virginia 23347; (757) 787-1908 / (757) 678-0440, before 2:00 p.m. on Tuesday, December 22, 2009, at which time they will be publicly opened and read.
Bidders are required under 54.1-1112, Code of Virginia, to show evidence of Certificate of Registration before their bid may be received and considered. No bid may be withdrawn for a period of 60 days after the date of bid opening except in accordance with Section 2.2-4330 of the Code of Virginia, as amended. Northampton County has selected the first procedure for the withdrawal of bids as set forth in the sections of the Code as noted above.

Copies of the plans and specifications and other contract documents are on file and available for inspection at the ESVBA office and the Northampton County Administration office (call 757-787-1908 or 757-678-0440 for arrangements). Prospective bidders may purchase copies of the plans and specifications from Northampton County for a non-refundable fee of $100.00.

This project is funded with monies made available by the American Reinvestment and Recovery Act of 2009 (Recovery Act) and section 1605 of such law contains provisions commonly known as “Buy American.” The Buy American requirement prohibits the use of Recovery Act funds for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are produced in the United States including iron, steel, and manufactured goods provided by the Contractor pursuant to this bid. Bidders and contractors performing work under this advertisement are also bound by the requirements of President's Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964, as amended; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202. The bidder's attention is called to the "Equal Opportunity Clause" and the goals and timetables for minority and female participation in each trade and to the fact that not less than minimum wages set forth in the contract documents must be paid.
